I live in Berlin and follow the small‑club scene closely. This week the federal Club‑Euro pilot moved from Cologne’s experiment to a national test that includes Berlin. The initiative is coordinated by the Bundesstiftung LiveKultur and run through the Live Music Fund, with project management under Zora Brändle from 1 September 2026 (source: Bundesstiftung LiveKultur).
What it does. Participating venues add €1 to each ticket for concerts, curated DJ sets and festival club shows. According to the Live Music Fund FAQ, 85% of the money collected in a city stays for local redistribution to smaller houses; 15% is forwarded nationally to the foundation for structural measures and administration (Live Music Fund FAQ).
Who developed it. The model comes from KLUBKOMM’s Cologne trial and will now be piloted in metropolitan regions including Berlin, Hamburg, Munich, Frankfurt, Stuttgart and Leipzig (source: Live Music Fund; Groove).
Why it matters for Berlin. The Clubcommission’s 2026 study shows that only 61% of Berlin clubs cover costs even when demand is steady. That suggests the issue is the financing model, not the audience (Clubcommission Berlin).

The pilot will test operational questions left open in the FAQ: exact contracts, accounting cadence and tax treatment. The Bundestag’s Wissenschaftliche Dienste also flagged live music as facing structural problems and examined legal options for a levy (Wissenschaftliche Dienste report).
Will voluntary solidarity be enough, or will a legally backed levy be needed? The pilot in Berlin will help answer that. For now the scheme is a pragmatic test to keep small stages alive in our city.
